DHA Quetta File Rates Have Dropped: Is Now the Right Time to Buy?

DHA Quetta is widely seen as an elite housing project. Over the years, some investors made strong profits on its files, while others who bought at higher prices are sitting on losses. Today, dealers report that file rates are near their lowest levels in the project's history, and some buyers are stepping in.
This guide covers which files are on the market, what they cost, what transfer fees to expect, and what to check before you spend a rupee.
DHA Quetta File Rates Today
These are dealer-quoted rates and change often, so confirm with at least three dealers before buying. For the latest figures, see our DHA Quetta rates page and the full DHA file rates list.
| File Type | Size | Rate |
|---|---|---|
| Residential Barcode Affidavit File | 1 Kanal | PKR 18.25 Lac |
| Residential Open Affidavit File | 1 Kanal | PKR 24.00 Lac |
| Residential 2nd Ballot Allocation File | 1 Kanal | PKR 17.50 Lac |
| Residential Unsuccessful Allocation File | 1 Kanal | PKR 17.25 Lac |
| Residential Barcode File | 10 Marla | PKR 12.00 Lac |
| Residential Barcode File | 5 Marla | PKR 7.25 Lac |
Why Did Rates Fall?
File prices in DHA Quetta have been volatile for years. In 2022, the 1 Kanal allocation file reached around PKR 1.23 crore (12.3 million). Today the same category sits near 17 to 18 lac. That gap explains why early buyers at peak prices are unhappy, while recent buyers at lower prices feel more comfortable.
It also shows that prices can move sharply in both directions. A low price is not a guarantee of future profit.
Transfer Charges and Fees by File Type
1 Kanal Open Affidavit File (24.00 Lac)
Dealers say this file carries no filer or non-filer tax, is not transferred into a name, and simply changes hands, with verification done at the DHA Quetta office. Please confirm this with DHA directly, because policies change. DHA Quetta has previously announced it would stop verifying open files, so check the current position before buying this category.
1 Kanal Barcode Affidavit File (18.25 Lac)
- Transfer charges for filers: roughly 1.20 to 1.30 lac
- Transfer charges for non-filers: more than 3 lac
- DHA Quetta transfer fee: PKR 52,000
- Membership fee: PKR 3,000
- Verification fee: PKR 3,000
1 Kanal 2nd Ballot Allocation File (17.50 Lac)
- Transfer charges for filers: 1.32 to 1.42 lac
- Transfer charges for non-filers: up to 3.15 lac
- Intimation letter fee: PKR 12,500
These extra costs push the real price above that of an affidavit file.
1 Kanal Unsuccessful Allocation File (17.25 Lac)
This is also a 1 Kanal allotment category, so transfer charges and fees are the same as the 2nd ballot file: 1.32 to 1.42 lac for filers and up to 3.15 lac for non-filers.
10 Marla Barcode File (12.00 Lac)
- Transfer charges for filers: 80,000 to 85,000
- Transfer charges for non-filers: about 1.80 lac
- Transfer fee: PKR 30,000
- Intimation fee: PKR 12,500
FBR tax is considerably lower than for a 1 Kanal file.
5 Marla Barcode File (7.25 Lac)
- FBR tax for filers: PKR 58,000 to 62,000
- FBR tax for non-filers: about 1.05 to 1.15 lac
- Transfer fee: PKR 15,000
- Verification fee: PKR 3,000
- Intimation letter fee: PKR 12,500
Key point: Non-filers pay roughly two to three times more in transfer costs. Being a filer can save you a large amount — read our guide on filer vs non-filer property tax.
Who Might Consider These Files?
- Buyers with a smaller budget who want exposure to a DHA project and are comfortable starting with a 5 or 10 Marla file.
- Investors with a long time horizon (several years) who can wait for development and market recovery.
- People comparing alternatives to leaving money idle in a bank account.
Know Your File Category
Not all files are equal. DHA Quetta has stated that only A-6 and Unsuccessful files will be considered for the upcoming location ballot, and that 2nd Ballot files are a separate category. Make sure you understand exactly which category you are buying and what it means for ballot eligibility. Our earlier DHA Quetta file guide explains allocation, affidavit and barcode files.
Checklist Before You Buy
- Verify the file with the DHA Quetta office yourself, not just through the dealer.
- Confirm all instalments are paid. DHA Quetta has warned file holders with unpaid recent instalments that their allocation could be cancelled. Ask for written proof of clearance.
- Compare rates from several dealers.
- Calculate your total cost, including transfer fees, taxes and any outstanding dues. DHA Quetta also revised its feature charges for plots from 1 October 2024, so factor in future charges as well.
- Check your filer status, since it changes your tax cost significantly.
- Invest only what you can afford to have tied up for years.
Choosing the right dealer matters too — see how to choose a genuine real estate agent.
The Risks
- Prices can fall further after you buy.
- Development and possession timelines are uncertain.
- Resale can be slow if demand weakens.
- Fees, taxes and policies can change.
Nobody can promise profit on a file, so treat any such promise with caution.
Conclusion
DHA Quetta files are available at some of their lowest-ever rates, and for some buyers that may be an attractive entry point. But a low price is only one part of the picture. Verify the file, understand its category, calculate the true cost, and make a decision based on your own budget and timeline.
